If a web page is a house, HTML is the frame and the room layout: where the heading goes (<h1>), where a paragraph goes (<p>), where a button goes (<button>). It only cares about "what's there," not "what it looks like." Styling is CSS's job, and interaction is JavaScript's.

In React and Vue projects, you rarely write .html files directly, but the JSX or templates in your components all end up as HTML. When the AI talks about "semantic tags," it means using tags that match what the content is (like <nav>, <main>, <button>) instead of using <div> everywhere.

Semantic HTML helps screen readers and search engines understand the page more accurately, and it makes keyboard navigation smoother too.
